Pepwave MAX BR1 Verizon activation

I have a new MAX BR1 (MAX-BR1-LTE-US-T) and Verizon SIM. I called Verizon to activate but they say the IMEI cannot be activated on their network. I searched through the forum without finding a specific solution. What am I missing?

You need a MAX-BR1-LTE-V-T to use on Verizon and a pre-activated SIM card.
