I have a cluster of Peplinks balancing Internet access across 3 ISPs. We recently leased a space in our building to a 3rd party and would like to offer Internet services in a secure isolated manner. Is there a document describing the steps needed to accomplish this “multi tenancy” need?

I would recommend setting up a VLAN for the customer and disabling Inter-VLAN Routing. Here is a guide to creating VLANs.
You can also tie that VLAN ID to an SSID if the tenant would like wifi.
