Disable SSID When No Internet Is Available On Specific WAN(s)

Is there a way to disable an SSID when there is no internet available? We have a marine application where they want to provide free WiFi access to guests inside the vessel, but only when the vessel is close enough to the docks to utilize WiFi as a WAN. Having the guests just use the land based WiFi is not possible because the signal it is not strong enough to be received inside the vessel.
