Can somebody help me with setting up an external captive portal

I have 2 pages designed in HTML

When the user clicks on connect on page on I would like them to be directed to page 2.

I can find information about PHP but I was hoping there is some simple code out there for HTML to achieve what I need.

I would use the inbuild portal but there are a few bugs with it relating to the frame outlines
