You can try to open a support ticket with Peplink here, but as stated above, the official policy is they will not do this anymore.

You might need to dig into who actually sold you the unit via Amazon, as if it was not one of the partners listed on the linked page below and it were myself I’d frankly return it and buy one via an authorised reseller as anything sold new should never arrive registered to someone else Ic2 organisation:
