Add ability to lock SIMs to a country code

ref MAX-BR1-LTE-US-T dual SIMs

When we have MAX devices that geographically roam internationally the cellular data costs get complicated fast.
Please consider adding the ability to restrict a SIM to a specific whitelist of allowed MCC country codes.

That would give really useful automation as to if and when a SIM gets used dependant on country / location.
