Why is the management VLAN set to NONE?

I have to configure a Peplink Balance 20 to work along with Cisco Catalyst switches, a Luxul wireless controller with 4 AP’s.

Luxul requires that the controller and AP’s be on the management VLAN and tagged! Why is the management VLAN set to Untagged VLAN NONE? How do you change this?

To make device management easy from the LAN. Actually the idea of VLANs is hidden from users unless they need it to make deployment easy for beginners.

You would first go and create a management VLAN in Network > LAN | Network Settings
Then you would restrict access to the device admin interfaces to the management VLAN on the System > System | Admin Security page.
