Yes, this is a real issue. Maintenance releases have not been forthcoming as expected.

When peplink says br1 mini hw 2-3 does that mean br1 mini hw3?

No. The HW3 version of the Mini is a different product than HW1-2.

The screenshot says HW 2-3, not HW 1-2. It seems to convey that br1 mini hw3 would be included no?

I think the confusion is the different of the highlighted br1 , vs br1 mini hw revisions.

The BR1 and BR1 Mini are different models, although I agree the model names can be very confusing.
