I am seeing WAN smoothing packets even though WAN smoothing is disabled on both sides of the link. Is there another setting that would be causing these packets to be sent?

WAN smoothing is packet duplication.
You have Dynamic Weighted Bonding in use. One method it uses is TCP ACK optimisation which is (in part) duplication of the TCP ACK packets across multiple WANs.
I’m pretty sure the WAN smoothing packets you’re seeing is actually duplicate ACK packets from that process.
