This is a Starlink WAN. And Starlink is bouncing you between two different ground stations, Seattle and Dallas.
I would start by asking Starlink support why that is happening.
Starlink says that they are not seeing any issues on their end. Could it be a cabling issue

did you try activating or deactivating the public ip ?
