VPN Passthrough & Port Forwading problems

If I don’t use my dialup vpn connection for a couple of hours my balance 30 will not allow me to connect again unless I move an outbound policy and then select apply. I only have 2 rules, Rule one is to use WAN One unless it goes offline, Rule 2 is the default HTTPS Persistence

I have also had issues with the router not giving me the apply option after adding items like port forwarding.

I have hard reset the route twice but that has not helped
