Hello,
Please forgive my ignorance.

I understand the pepvpn is a peplink box to box I would like to add a VPN to my Pepwave Surf SOHO MK3 one like ProtonVPN so that all my connected PC’s / Cell phones on WiFi will use the ProtonVPN.

What is the best way to do this? including hardware like using a Raspberry Pi or loading new firmware.

You can try to connect SOHO to ProtonVPN server by using OpenVPN WAN.
