VLAN Questions from a new user

If am trying to set up a Balance 30 LTE and I cannot get the VLAN to work. I was able to enter and configure the VLAN, but I cannot get the VLAN to show up in the List and I cannot get it to give an IP address.

You will need to supply screen shots for anyone to help. And, the most obvious question, did you both click the SAVE button and Apply Changes?
