Is it possible to have a video advertisement that can be skipped after couple of seconds before the user access the captive portal?
You should check out the Ad Delivery Service 
I am not sure, but I think that in ADS the video is displayed after Captive Portal

Wilink_PL is right, the Ad Delivery Service (Video) comes into play after Captive Portal authentication.
To the best of my knowledge, we do not currently have a method to play the video prior to access.
