Could a Balance One router connect to a hotspot as a wireless client as a failover if WAN 1 (cable modem connection) is down? Doesn’t seem possible, but I thought I would ask. Thanks.

Not natively as it doesn’t support wifi WAN but with a bit of mucking about you could buy a wifi bridge adapter like the one below and use a spare wired WAN on the balance one to achieve what you want.
