Upload speed issues

Until yesterday I had a Balance 30 installed at a client. She has 100mb cable with 10mb up. With the Peplink in place the upload speed is limited to 2mb up, as soon as I connect directly to the modem upload becomes 10-11mb. Temporarily I installed a different router and now she can get 10mb up everywhere.

Is there some reason the Balance 30 is being a bottleneck?

It is not normal behavior for the lowered upload through the balance. If you could open a support ticket with us and enable RA we can certainly take a closer look.
