Is there a best practice policy with regard to transferring configurations between Balance routers with different firmware levels? Is it a best practice that they should always be running the exact same firmware, or does that not matter? Anyone aware of any reason why transferring configs from, say, a Balance running 6.1.2.3017 to a Balance running 6.1.3s2.1246 might cause a problem? How about from 6.1.2.3017 to 6.2.2? Or vice-versa?

We recommend transferring configuration file between 2 identical system.
You may use Balance Config Convertor in Partner Pavilion to convert the config from v6.1.2 to v6.2.2.
