I have two BR1 mini devices and the one that has an attached active subscription no longer works. Can I transfer the subscription to my other device for management?

Contact your reseller and have them talk to Peplink, or open a support ticket.
For devices that were replaced under warranty I’ve certainly had Peplink transfer the warranty and licences from a failed device to another, but if these were bought separately or support not maintained on one vs the other you may get a different answer.
At the end of the day just ask them, the worst they could do is say no.
