Surf OTG giving out "reserved" DHCP IP address to other devices

I’ve been having a persistent problem with a DHCP reserved address being given to other devices with different MAC address. Below is the client table, yet my reserved addresses have defined C0-4A-00-08-06-81 to get 192.168.20.13 - this device is a Dell Windows 7 PC. I have seen at least two of my Android devices pick up the 192.168.20.13 address. What good is a reservation if it is not really reserved?
