I have three wan link each link installed several public ip I want to communicate with everyone on a single ip of the server ,so that I have been down any linek of external user remains connected to the same- public IP without changing public ip or disconnection
Do you take advantage of product peplink???

The Enterprise Peplink Balance routers support inbound load balancing - you can read more about that here: Peplink | Pepwave - Forum
Your external users would need to connect to your server using a dns name (ie server.yourdomain.com) and the balance (acting as the authoritative DNS server for your domain) will make sure to resolve that domain name to a Public WAN IP that is active. If a WAN link fails, the balance will only reply to DNS requests for the domain with Public IPs of WANs that are currently live and available.
