Setting up IPSec between two MAX HD devices

I’m trying to connect several PepWave MAX devices together using IPSec (no more PepVPN licenses).
WAN Links are all 4G connections.
Currently trying to set connections up on the 3 devices I already have SpeedFusion between.
But constantly getting “Refused Connection” or “IKE/ESP Proposal refused, please verify settings”

One side of the config for one IPsec connection is found below.

The other replicates this exactly. Remote network = Local Network and vice versa.

Does anyone have any suggestions?

You are running main mode so is the other side also pointing to a domain name or static IP address? If not, aggressive mode is needed using the local and remote IDs.

have tried running in main, aggressive and IKEv2
both boxes running with ddns hostnames. have also tried using local and remote IDs
