Yes.
If you use InControl2 to manage the SIM pools you can enable this option on the pool configuration:
On the device itself though I believe it is only possible to tell it to disable the WAN once a quota cap is exceeded, rather than switch to the alternative SIM.
No you can set a bandwidth cap per SIM and the device will burn through data on SIM A then swap to SIM B and use that data until its finished also.
