What I want to do is bond 2 ADSL2+ circuits from my ISP into one. Does the VPN bonding solution from Peplink cost? Or do you buy the equipment and it comes with it.

Peplink Balance 20 can only support WAN links load balancing but not bonding. SpeedFusion (VPN) bonding is only supported on Peplink Balance 210 and above. The feature comes with the device and no additional cost required to activate the feature.
