Questing about re-upping for InControl after subscription lapsed

Once upon a time there was a Surf SOHO router whose free year of InControl had expired. I went to sign up for another year and there was a message about verifying that the device was “eligible” to purchase the selected CarePlan.

What/when might a device not be “eligible”?
