Product recommendation for asymmetrical link Dual 4G

Scenario is that site location requires Fixed IP for VPN.

-Optus 4G very slow 15/3Mbps but offers fixed IP.

-Telstra 4G fast 130/20Mbps but no fixed IP.

I would like to use Optus for VPN incoming due to Fixed Ip and Telstra for fast downlink.

Which Peplink product is suggested ?

I am new to Peplink so greetings to all.
