Problem in balance one core do not have a balance

I have a problem in peplink balance one core , do not have a balance between WAN1 and WAN2
Both lines speed of 200 Mbps
Why ?

and both setting for WAN1 and WAN2 same

If you are looking to even the load on both connections then you should change your default outbound rule. The default rule is lowest latency and your WAN1 connection may be slightly better latency.

If you change to weighted balance and give both a weight of 10 it should do the trick.
