Pepwave Surf On-The-Go Proxy Server Address

I need to setup the Pepwave Surf on the go with the Proxy Server address of 192.168.43.1 port 8000 .
Where in Settings could this Proxy be specified?
Any suggestions are appreciated

The Surf otg is not capable of 5 GHz.
