Pepwave MAX BR1 LTE + INCONTROL

Hi
have a pepwave MAX BR1 with 2 WAN in a YATCH
WAN1 has a 3G connection
WAN2 has a satellite connection
the incontrol its working fine but my problem its when WAN1 fail incontrol uses WAN2 satellite connection
and the charge for this connection its very expensive for this service.
there is a possibility to force INcontrol only for WAN1?
and if WAN1 its offline, INCONTROL its offline

A quick easy way to do this is to just create an Outbound Policy rule:
