After researching and trying many different scenarios, I’m unable to get the PepVPN working between two different sites. I was able to successfully set this up locally before installing the second router at Site B.
Both routers are Peplink Balance One and managed via InControl2. Simple PepVPN is set up through InControl2. Through InControl2, both routers are online and accessible. The PepVPN link shows up as green on the map, however, the current status on both say “Starting” but never progresses further.
Remote assistance is set up as I would appreciate any help you can provide with this one.

In-order PepVPN to establish, you need minimum 1 site device having Public IP address (Static public IP or dynamic public or port forward from outer route/firewall). Can you please further check on this ?

In addition to the suugestions by @sitloongs, the devices should also have different LAN network addresses.

InControl2 is detecting the public IPs on both sites, both are provided by Comcast.
InControl2 detected the Public IP not mean that the public IP address allowing incoming connections. You need to make sure at least traffics sent from 1 site need to be able to reach to the other end in-order the PepVPN/ Speedfusion connection able establish (at least 1 site need to have Static public IP or dynamic public IP or port forward from outer route/firewall). Please further check for this. Mostly what we found is that the PepVPN traffics send can’t reach to other end, this why the PepVPN showing “Starting”.
If you confirm the traffics sent can reach to the other end, please open a support ticket for support team to check.
