does the pepvpn lies on IPSEC protocol .
if yes , so if the IPsec protocol port is blocked the pepvpn will not work .
if no , on which protocol does the pepvpn lie on & port numbers .

PepVPN is based on IPSEC yes, although it has many enhancements.
It uses UDP 4500 for the data and TCP 32105 for the initialisation / handshake. It will try to use UDP 32015 if port 4500 is already in use by IPSEC on an IP, but you can use any Port you like for the data in your config too.
