Pepmin feature

Anyone else get sporadic unable to connect messages when trying to use the Pepmin feature?

I have had this a few times now on different devices, even a Balance 380 with an open port on a public IP
I also have a BR1 on the EE network that I cannot get hold of via Pepmin, any suggestions as to why?
Has anyone else seen UK networks not allow a cellular Pepmin connection?

All on firmware 6.1.2
