Can some please share the documents explaining why Peplink only supports one username and why only the default account can be used or modified?

For the web interface you mean? There is a single admin user and an additional read only user.
I tend to set the local username to a random string with a very long password and then manage remote access via InControl2 where you can have as many users as you want.
If you really need multiple local logins then a Radius server is the right approach anyway I would suggest.
