Peplink L2 design help

I have a client that wants to add redundant connections for wireless deployment they have over the city. Right now they have a single 1G fiber connection feeding each location but want us to deploy a Peplink solution so they can add cable modem and 5G for backup connections from these sites to the head end.

See the diagram below for the design.

Right now they have 2 VLANs for the WIFI networks. One is critical and the other is guest. They would like that when the fiber connections fail only the critical network can use the cable modem and 5G connections.

Any help is appreciated.

Sounds like you just need to do outbound policies with a priority for the critical network.
