I am about to purchase a BR1-Pro 5G and planning to use it both in the USA and in the Philippines.
Would it be possible to use sim cards from each country or do I have to buy one for each region?

First… You need to take a look on the frequencies used in each country to be sure that will be correct supported.
Second… I am not sure about USA, but you need to check about device lock by mobile operator.

The BR1 will work fine in both places you’ll just need data SIMs that can work in country.
@MarceloBarros is right that technically you want to be able to use all the frequencies in country to get the best performance but I have yet to see a LTE modem that won’t work at all in a country with at least some of it’s freqencies available.
Unless you go to Brazil or Turkey and even then modems technically work its just the carriers that have their own restrictions (like Verizon in the US only allowing certified devices).
