Obtaining IP address... issue of Pepwave Max HD4 LTE

I got a Pepwave Max HD4 LTE router. When I plug in the SIM card at the back end, it always shows “Obtaining IP Addresses…”
My SIM card Operator Settings is “Auto”. And I use StarHub SIM card for the testing. Please advised.

Current firmware version: 6.1.2
