If I point a network service such as inbound http to 2 servers and give them the same weight, how will it determine which server to go to for http.

Yes it does and given equal weight half of the inbound request will be forwarded each server.

Does that mean that a higher weight gets proportionally more traffic, e.g., forwarding to 2 HTTP servers in the Service, an HTTP server given a weight of 8 will get twice the number of packets as an HTTP server with a weight of 4?
Spot-on you are! A higher weight does mean proportionally more traffic
