I think you are looking for the “Cost” parameter. Adjust this value so the figure is higher for the PepVPN or SpeedFusion link between B & C than the other paths. In a Balance router this parameter may be found at Network → VPN → SpeedFusion → PepVPN Profile. The tool-tip says “OSPF will determine the best route through the network using the assigned cost.” You may find further information in the firmware manual. I might add that this feature works very well and is nicely implemented.
