We have 10 + Max HD4 routers. What we need is a level of login that will be limited to move the carriers up and down in priorety. This is not possible in the User access today. We dont want the users to have an admin access.

Can you elaborate more around the why you need to do move/change the Cellular priorities, there may be an existing method available that another one of the community members can guide you with.
