NATD with IP Forwarding at the same time / Same interface

Wondering if the following scenario is possible:

I have a /29 from our ISP on a single WAN. We want 1 IP to go to LAN port 1 via IP Forwarding (separate VLAN) so we can hook up our VPN router behind the peplink for reasons of QoS, less points of failure, etc. Then we’d like another public IP to go to LAN port 2 (again, another Vlan) and the Peplink to NAT these to a 192. subnet.

Essentially I’m using IP Forwarding for 1 public IP, and NAT for another. Is this possible?
