Is there a way to decrease bandwidth or increase latency by software or hardware? Our system is a CentOS machine connected to a BR1 mini.

Already, I found the BR1 has ability to limit bandwidth of the whole system. But could BR1 limit a certain IP address?

The BR1s are only able to limit the bandwidth for the whole system. A device that supports User Groups would be required.
