MAX OTG Modem Problems between HW1 & 2

We have two MAX OTGs, with one being a HW1 and the second being HW2. We are having a problem with the HW2 recognizing our new Sierra MC7455 LTE-A USB modem and connecting, while our HW1 just displays connecting and never connects. Is due to firmware upgrade limitations and is there a workaround?

Our HW1 version has load balancing and SF enabled, whereas our HW2 is just a U1 config. Not sure if that has anything to do with it.

The USB modem is not on our supporting list. Please ensure both MOTGs are running the latest firmware. If firmware upgrade doesn’t help, please refer to the assistance here (refer to Need Assistance with your Modem?).
