I had the same issue with Visible this week. Found out with the recent network changes (tying Visible closer into the Verizon network) the APN for Visible is now vzwinternet. I did this (and turned of InControl) and I finally got it working. So the lesson learned is double check what APN is current and maybe turn off InControl if you get this symptom.
I have the same problem, i do everything, but what I found, when i switch on Data roaming the br1 connecting to network, i no understand , without data its not connecting to GSM?

I have this exact same issue right now and have tried everything, including having Data Roaming for all countries on and it still does not connect. I am in the US, and my t-mobile sim in the other slot is just fine (The Visible actually gets better signal, but will just hang forever with obtaining IP). I do notice that it bounces between saying LTE and LTE with a R^ so that is why I had already tried the roaming on.
Hoping someone finds a solution to this. Luckily it is just my backup sim, but it would be nice to have a working backup.

I had a similar problem with the BR2 Pro 5G. I solved it by selecting in the modem settings that I only want to use the SIM card from the second slot. After a while, I reverted it back and rebooted the device. Since then the device has been running great.
I set the setting to use only the second SIM in Remote Web Admin > Dashboard > Details of Celluar > Cellular Settings and there choose other one.
I set up the reboot in Remote Web Admin > System > Reboot.
