Limit the cellular connection of a given geographical area (MAXBR1)

Hello
I write this feature request to ask you if MAXBR1 router or Incontrol cloud platform could limit the cellular connection of a given geographical area. You can take a look to this area at the picture attached. This is ANDORRA, a Little country outside EUROPEAN UNION, this is a black zone for operators that have a connection with a high cost.
