Layer 2 and layer 3 connection different speed

Hi,

I have a claint that have a balence and 3 ubr on remote sites that connected using speedfusion in a star, on layer 2. When i checked my speed connection using file transfer i got 10/10 Mb. When i connected the balance and the ubr using speedfusion ponit to point on layer 3 i got 60 Mb. I this configuration of point to point i used speedfusion VPN test configuration tool and it worked. When i checked the same tool in star configuration it said to me that the port 5000 is closed. Does it use different ports in star or point to point configuration?
I enable RA on the balance and ubr
