I’ve diagnosed at least one cause of this, which appears to be a change in behavior (or a bug?) in the interaction of VLAN + Outbound Policy + Firewall Rules Outbound Policy + Firewall + VLAN bug in firmware 8.5 - #2 by soylentgreen
