IPSEC and FORTINET

I can connect my devices through IPSEC at Cisco or Ubiquity devices , but this not work with FORTINET , is there a restriction with this brand ? Or do I need licenses for this ?

When attempting to establish a Site-to-Site IPSec Tunnel between a Peplink BR1 Mini and a Fortigate 60F, the tunnel does´t change to the up status.
