The only way to register it with your organization is to have the manager of the organization where it is currently registered (the source of your unit?) remove it from that organization.
(There are a number of threads regarding this challenge. I’d suggest a quick searh in the forum.)

As a user of a new device… I haven’t run into this… If I had bought a used device - I would 100% expect PepLink to have a solution to handle this at the ready. Having customers handle this level of logistics is going to be troublesome.
It can be complicated.
As an owner (or otherwise a source) of a used device I would expect that I would (be able to) deregister the unit before handing it over.
