What multi-factor authentication mechanisms does InControl2 support?

It supports native TOTP, however they also will do Oauth2 with Microsoft and Google and Apple so you can put whatever 2FA in front of those that they support.

If I don’t have IC2 options, does the peplink router itself provide an OTP mechanism?

No, the devices themselves do not support 2fac, but you can use TACACS or RADIUS to auth through your preferred method that may support 2fa.
