IC2 reports limited to 17 hours a day? Also, clock = UTC?

I am not seeing a setting for changing this. Currently I have selected daily email usage reports. The reports have only 17 or 18 hours of activity. Is there a way to change this?

Second question - What clock is used for generating the reports. I’m in the Pacific time zone and it’s obvious the usage does not match the location time zone.
