I use user groups and bandwidth control under QOS settings. You’re limited to only 3 groups (may depend on device, I have a b20x)
so manager, staff and guest.
Guest users have a limit on upload/download. I assign guest group to guest vlan and gaming vlan and a few static IPs. i had a PS4 killing my bandwidth downloading GB of games. Solved that with a 10mbps download cap.
i also tweak a few settings under application control and adding low priority to things like TiKTok etc for guests and staff.

And does group bandwidth reservation let me prioritize user groups on who gets the most data when capacity fills up?
Dont think there is anything else for the device to do if assigned bandwidth reservations are used up at any given time. I presume clients will have degraded performance and high latencies.
Yes, that’s what is intended to occur. And, I think @stego is right. That’s also when your QOS settings will become very important.

Last question, if I set 5Mbps up and down, does that affect each staff and guest connection or the entire staff and guest group?
I believe it’s per user device affected by the rule.
in my case, I do a speedtest from a device with the quota and they max out at 5mbps.
